Every once in awhile I see one of these for sale, does anyone know what the screw hole spacing is? Are the screw holes spacing the same as on a regular rifle forend?

I believe it's the same forend that fits a standard 26" barrel.

So this would fit a 16" barrel that now takes a standard forend for a 26" barrel? Where they or are they made specifically for bull barrels?

Screw spacing is the same. I have a 20" 45/70 katadin barrel. The forearm for it is slightly larger in the barrel channel.
